The 3rd Asia-Pacific Regional Consultation on PrEP Implementation

January 14, 2019, Bangkok, Thailand - The 3rd Asia-Pacific Regional Consultation on PrEP Implementation was organized by the Thai Red Cross AIDS Research Centre. The consultation was supported by the United States Agency for International Development (USAID), the United States President’s Emergency Plan for AIDS Relief (PEFPAR) through the USAID LINKAGES Project, implemented by FHI 360, UNAIIDS, the World Health Organization and the International AIDS Society as an academic supporter.

The meeting brought together 150 people from 14 countries – Australia, Belgium, Cambodia, Hong Kong, India, Indonesia, Malaysia, Myanmar, the Philippines, Singapore, Sri Lanka, Thailand, Vietnam, and USA – to share experiences on PrEP implementation and explored demedicalization models for key populations (KPs) such as the nurse-led PrEP, pharmacist-led PrEP and key population-led PrEP. It was agreed that these differentiated models are feasible, cost-efficient and strongly preferred. We also discussed on other innovative methods to increase PrEP uptake, retention and adherence such as the tele-mentoring and the idea of self-PrEP.

The mutual challenges faced by many countries are government approval, regulation, limited financing and PrEP procurement. Other challenges include stigma & discrimination, demand generation, retention and flexibility in provision. Despite the recurring challenges, there are opportunities to scale up PrEP in the region by using technology (mHealth) and delivering targeted campaigns to educate, entertain and inspire potential PrEP users. This year, the discussion extended to include people who inject drugs (PWID), the group that was never adequately mentioned in PrEP context. Myanmar will be the first country to integrate PrEP for PWID to its existing malaria outreach program.

Next year will bring together community, government, implementers, researchers and other stakeholders for follow-up—where we are and what we have accomplished.
